The study analyzes the results of loans aimed at financing the technological modernization of artisanal fishing vessels in the Piura region. Based on OECD standards, the study assesses the relevance and coherence of the loans provided by FONDEPES in light of the low purchasing power and high credit risk prevailing in the artisanal fisheries sector. It also evaluates the effectiveness and efficiency of the program’s resource allocation and implementation throughout the study period.
