The main objective of the design and process evaluation is to generate evidence to support improvements to the program in terms of efficiency and effectiveness. The methodology consisted of collecting primary information through interviews and meetings with key stakeholders involved in the program, as well as systematizing secondary information, including scientific and economic evidence, case studies, strategic documents, directives, and regulations. As a result of this evaluation, a series of recommendations are proposed to help increase and ensure the program’s positive outcomes.
